Defence minister steps aside
Minister for Defence Dr Billy Joseph has announced that he is officially stepping aside from his ministerial role as of this afternoon.
He made this announcement following the recent allegations surrounding the PNGDF recruitment exercise.
The Minister said his decision to step aside ensures transparency and continuity of Defence initiatives, including the recently signed Pukpuk Treaty with Australia, while allowing the Prime Minister to review the matter and consider remedial actions.
“While this investigation is ongoing and in light of the resurfacing allegations lately against PNGDF and myself as Minister for Defence and Chairman of the Defence Council, I have taken into serious consideration this level of allegations, and today I have decided to step aside as Minister for Defence to preserve the integrity of the Defence organization and the Government,” Dr Joseph said.
Dr Joseph emphasized that recruitment into the Defence Force is a structured and disciplined process conducted entirely within the military, without involvement from civilian officials, ministers, or secretaries.
He described recent social media claims of political interference as “deeply concerning” and politically motivated attempts to undermine Defence leadership and reforms.
The Minister acknowledged the illegal filming and circulation of footage showing intimidation of recruits, calling it a serious breach of military discipline and ethics.
“I am aware of the illegal filming and circulating of video footage showing the abuse and intimidation of recruits is a serious breach of military discipline and ethics and was purposely done by certain recruitment officials with vested political interests to implicate myself as Minister for Defence. Such actions are unprofessional and intended to serve political propaganda purposes,” Dr Joseph said.
As Chairman of the Defence Council, Dr Joseph confirmed he has ordered a full investigation into the matter, with findings to be made public once complete.
He reaffirmed his commitment to cooperate fully with the investigation and stressed the importance of clearing his name to continue advancing Defence reforms and partnerships.
