SHP launches national certificate programs

The introduction of National Certificates [NC] 1 & 2 programs is expected to transform technical and vocational training in the Southern Highlands Province.
The provincial education division launched the programs on Monday at Momei oval in Mendi.
Provincial TVET coordinator Niso Kopol described the launch as “a new dawn” and “a turning point” in the province’s longstanding efforts to deliver inclusive, equitable, and skills-based education.
“This is a major milestone in our journey to improve access to quality vocational education for our young people,” Kopol said.
“It’s not just about launching a program, but about launching hope, opportunity, and a brighter future for unfortunate school leavers from the mainstream education".
Kopol explained that although the National Certificate framework was introduced nationwide in 2019, its implementation has been delayed due to infrastructure challenges, limited resources, and a shortage of teachers.

“From 2019 to 2024, we conducted comprehensive audits across all 11 TVET institutions to ensure readiness. Now, we begin. As of this week, TVET instructors will commence intensive training to deliver this nationally accredited curriculum.”
Acting Provincial Administrator David Kelma announced the provincial government's support with a K100,000 funding for teacher training and startup resources. He outlined three key priority areas: infrastructure development – upgrading facilities across the 11 registered TVET centers, teacher capacity building – ongoing training and certification support, and resource procurement – supplying tools and materials for practical learning.
The initiative is supported by Santos Foundation PNG Ltd, with logistical and policy support from the SHP Government.
