Prisoner releases to be based on behavioural reform, says minister

Minister for Correctional Service Joe Kuli has revealed that more than 100 prisoners were released last year under parole, release on licence, and the power of mercy, saying this initiative will continue.

Kuli said the release initiative is part of a renewed focus by the Correctional Service [CS] to address long-standing challenges such as prison overcrowding, food supply constraints, health concerns, and sanitation issues.

“This is something new after many years, and the Correctional Service has taken serious note of the prison release program to ensure it responds effectively to these complex challenges,” he said.

He acknowledged the Marape–Rosso Government for supporting the initiative and ensuring the release program remains aligned with national plans aimed at discharging more eligible prisoners.

“The recommendations for release will come from prison commanders,” Minister Kuli said. “Once submitted, the Correctional Service Board will screen and assess them before making a final decision.”

He clarified that eligibility for early release will depend largely on individual behaviour and reform while in custody. For example, prisoners serving long sentences such as 10 years may have some years reduced under the program, provided they demonstrate positive behavioural change.

“The reason a prisoner is inside jail is known to him or herself,” he said. “But regardless of how they ended up there, I believe many are changed people. Under this program, they can gain their freedom depending on their behaviour and commitment to reform.”

Kuli said the program will continue and urged released prisoners to remain mindful of their conduct upon returning to their communities. He encouraged them to actively participate in community development, small and medium enterprise [SME] initiatives, and church-based activities, and to become agents of positive change.

The announcement was made during Minister Kuli’s visit last week to Hawa Correctional Service in the Tari Pori District of Hela Province, where he officially opened the new 16-man Bando Barracks.
