CEO of Western Highlands Governor’s office presents provincial updates with UPNG students

Western Highlands tertiary students studying at the University of Papua New Guinea [UPNG] were given a rare and historic opportunity to hear firsthand from the provincial government when the Chief Executive Officer of the Governor’s Office, John Bar Kupai, presented a comprehensive update on the state of the province.
CEO Kupai represented the Governor of Westrn Highlands Wai Rapa, Provincial Administrator Joseph Mangbil and team back in the provincial government.
The engagement, the first of its kind for Western Highlands, was aimed at informing students about the province’s progress, current programs, and future development plans while creating a space for intellectual exchange.
Mr Kupai outlined the land and properties owned by the provincial government. He highlighted the range of projects currently being rolled out across the districts, including infrastructure upgrades, improvements in health and education, and investment in agriculture to strengthen food security and livelihoods.

Students were also briefed on the government’s ambitious plans for Mt Hagen city, which is currently in development [also expected to undergo major transformation] with new investments and development projects.
Mr Kupai said the goal is to position the provincial capital as a leading commercial, agricultural and cultural hub in the Highlands.
Tourism was another key focus, with Mr Kupai pointing to the internationally recognized Mt Hagen Cultural Show as a flagship event that not only promotes heritage but also attracts visitors, boosts business, and strengthens community pride.
"Our tourist numbers have increased from 150 in 2023 to 640 this year. We are looking forward to increase that number going forward.
“This is about keeping everyone informed of what we do. People must be aware of how the province is progressing,” Barr told the students.
More than just an update, Barr described the forum as a platform for two-way dialogue where young intellectuals could share their views.
“Some things we know, but many things others know. In gatherings like this within the intellectual community, we share ideas. You share the ideas you have, and we work together to change the province.
"Your suggestions in terms of policy will greatly help us. We will always value your contributions and input. This is your province, we are only here to manage,” he said.
Students warmly embraced the initiative, noting it was the first time they had received such a detailed provincial update directly from the government.
Many said they felt empowered and more connected to developments at home, while also encouraged that their voices could help shape policies.
"We want this to be done to Western Highlands students attending other tertiary institutions. And similarly to our people back at home so everyone is well informed and in the same boat." student leaders said.
Meanwhile, Mr. Kupai reaffirmed Governor Wai Rapa’s vision of setting a clear development focus for Western Highlands, stressing the government’s commitment to long-term progress and inclusive growth.
He assured students that the initiative would not be a one-off, adding that the Governor’s Office plans to use similar platforms in the future to keep Western Highlands’ young minds informed, engaged, and part of shaping the province’s development journey.
