PA Kaiyun outlines roadmap for Western
Western province now has a clear blueprint for sustainable growth following the completion of its Provincial Integrated Plan, says Provincial Administrator Robert Alphonse Kaiyun.
Delivering his 51st Independence Anniversary message in Daru today, Mr Kaiyun highlighted that Western is among the first provinces in the country to finalise its Integrated Development Plan [2023–2027], alongside individual district plans for South, Delta, Middle, and North Fly.
He said the provincial administration is now shifting focus to completing Ward and Local Level Government [LLG] plans to eliminate adhoc development projects.
Emphasising human capital as the key driver of long-term change, Kaiyun pointed to major infrastructure investments, including new dormitories completed at Kiunga Secondary School in 2025 to boost student retention for Grade 12s.
He acknowledged ongoing support from key development partners, including the Sustainable Development Program [SDP], Ok Tedi Mining Limited [OTML], Ok Tedi Development Foundation [OTDF[, local churches, and the National Government in advancing education, healthcare, and road connectivity.
Over the next 12 months, the provincial administration will focus on eight priority areas including; response to El Niño dry weather disaster, grand opening of the new Fly River Provincial Government Assembly House, advancement of the Daru Uplift Program, including the new Daru Urban LLG office, relocation of South Fly District headquarters to Wipim, empowerment of LLGs for improved local governance, implementation of the 1-6-6 education structure, healthcare improvements in partnership with the Western Provincial Health Authority, and, targeted investments in agriculture, livestock, fisheries, climate change, and biodiversity conservation.
On public sector governance, Mr Kaiyun reminded civil servants of their statutory duty of accountability under Section 119 of the Organic Law, urging them to serve the people with integrity.
He also called on unemployed residents living in Daru town to return to their home villages and participate in productive land use.
The PA concluded by calling on leaders, youth, and communities across the province to unite around a 'reset agenda' to help build a stronger nation.
