Justice Graham Ellis reappointed as Enga’s residential judge for 3 years
Enga residential judge, Justice Graham Ellis, will continue his service in the province following a three-year extension granted by the Judicial and Legal Services Commission.
Commission Chairman and Attorney General Pila Niningi confirmed the reappointment following an extensive assessment of Justice Ellis’s performance. Niningi said Justice Ellis has proven his ability to navigate the unique law and order challenges of the province.
"He is breaking barriers that no judge in the past has done," Niningi said. "I am happy to extend his service to help bring normalcy back to Enga. I have consulted with the Enga Provincial Government and the Administrator; they are all satisfied with his performance."
Justice Ellis, alongside Justice Sir Kina Bona, was reappointed for a three-year term following a special commission meeting held on Wednesday, February 4, 2026.
Enga Governor Sir Peter Ipatas welcomed the decision, stating that Justice Ellis’s presence has directly contributed to a reduction in local violence. He said the judge’s willingness to serve in a high-pressure environment has earned the trust of the province.
"Enga is a difficult place, and many judges avoid the post due to the perception of the province," Sir Peter said. "However, Justice Ellis has been here before. His presence has brought a noticeable calmness."
Ipata said the appointment sends a clear message regarding the strength of the legal system.
"The people have accepted and welcomed him. They know there is law and authority through the judge. He has shown that if you are committed to your job, you can earn the respect of the community, and people will respond positively."
Enga Provincial Administrator Sandis Tsaka echoed these sentiments, saying Justice Ellis has cleared a significant backlog of cases since his initial appointment last year.
"The impact has been felt throughout the province," Tsaka said. "His presence has brought efficiency to the bench, ensuring cases are dealt with effectively and helping the public realize that the rule of law is functional in Enga."
