Roy Daggy takes helm of ICCC, promises bold consumer-focused reforms

Papua New Guinea’s Independent Consumer and Competition Commission (ICCC) has entered a new era of leadership with the appointment of Roy Daggy as Commissioner, succeeding long-serving Commissioner and chief executive officer Paulus Ain.
Announced by Minister for Rural Economic Development and Kandrian-Gloucester MP Joseph Lelang in Port Moresby yesterday, Daggy’s appointment formalized under National Gazette No. G11051, dated 30 October 2025, signals a renewed push for stronger market regulation and consumer protection.
Minister Lelang described Daggy as a leader with deep expertise in economics, finance, and energy regulation, bringing both public and private sector experience to the role.
“With Mr. Daggy’s leadership and the support of the two Associate Commissioners, the ICCC will be guided by a team that blends strong local expertise with global insight, a combination crucial for driving the Commission into the future,” Minister Lelang said.
Daggy, in accepting the role, pledged to steer the ICCC towards greater innovation and accountability in its mission to protect consumers and ensure fair competition.
“We’re looking at the next 50 years to build an institution that is more innovative, transformative, and smarter, with consumers and citizens as our number one priority,” he said.
ICCC staff and executives have welcomed the appointment, noting that Daggy’s previous experience within the Commission positions him well to lead the organization through the next phase of regulatory reform and market oversight.
