East Sepik PHA prepares to receive donor funding

The East Sepik Provincial Health Authority [ESPHA] is gearing up to become a direct recipient of donor funding.

Recently, the ESPHA hosted a transition workshop in Wewak aimed at equipping its middle management team with the necessary skills to manage this funding independently. This initiative signifies a major step toward greater financial and operational autonomy for ESPHA.

An assessment by the Accelerated Immunization and Health System Strengthening Program, Phase 2 [AIHSS2], rated ESPHA transition readiness to receive funds directly at 76%. To be considered ready for transition the PHA requires a score of 80%.

Chief Executive Officer Matthew Kaluvia expressed optimism about the Authority's ability to handle these funds but noted the importance of improving staff capacity in governance, public financial management, and program oversight.

“We must prepare ourselves to take on the responsibilities of being a direct recipient from donor partners,” he said.

“We are focused on strengthening our systems to meet the requirements of our funding partners.”

A workshop was conducted by the AIHSS2 team to familiarize ESPHA with the procedures and expectations of donors like DFAT, MFAT and Gavi.

“This is a significant moment for us,” Kaluvia stated.

“We are excited about the opportunities ahead and view this as a step forward. Our team is dedicated to refining our internal policies to ensure compliance with national and international standards. It's about more than just receiving funds; it’s about building a strong and transparent health system for the people of East Sepik.”

This workshop marks a first for ESPHA and underscores the Authority’s commitment to enhancing health services across the province. The CEO took pride in the ongoing transformation, emphasizing that this training equips staff to manage donor investments effectively and transparently.

East Sepik Provincial Health Authority is preparing to join the West Sepik Provincial Health Authority and the Autonomous Region of Bougainville in becoming direct recipients of donor funding in 2026.

The PNG Government is collaborating with Gavi, UNICEF, WHO, New Zealand Ministry of Foreign Affairs and Trade [MFAT] and the PNG-Aus Partnership, to create a brighter and healthier future for Papua New Guinea.
